Since when has written tests for being a cop became "racist"?

I got hold of one of these tests, asked real tough questions, like 10 take away 5 and add 14. The questions look they were aimed at a 5th grader, yet blacks couldn't pass them and of course they screamed "racism", know how they fixed this? they lowered the passing score down so low Helen Keller could pass it.........
